Find a quiet place to focus. The kitchen table was OK when you were younger and homework didn't require as much concentration. But now you'll do best if you can find a place to get away from noise and distractions, like a bedroom or study.
Especially in these COVID times, if you're too busy doing senior citizens' shopping or helping out in your local clinic to solve equations or write dissertations, you will be nothing but a star in your teacher's eyes.

Choose the reason you're too busy for homework wisely. If volunteering is your excuse, it would be best to actually volunteer because, if you get found out, your fall from grace would be twice as far.
If chronic homework neglect is your study style, be careful not to use the same excuse too many times. Otherwise, your teacher may not be sympathetic towards you should there ever be a legitimate reason for not doing your homework.
However, it's hard to find someone who is good at doing your homework assignments. You can try Craigslist or find someone locally, but there's not a ton and they might not be actual experts in your subject.

OMG!! i just got my phone taken yesterday!!! I brought my phone into my room. thats all i did. my parents went through all my texts and everything on my phone. i was so used to them doing this that i wasnt fazed. im 15 (and 1/2 next month) and just started sophmore year. my parents only give me 3 hours on my phone A DAY. so watching all my friends on their phone i was used to it but honestly it makes everything worse for me. they dont know when ill get it back but i know if i act good without a phone they will see there is no need for one whereas if i act bad they think i dont deserve a phone. i have no way to contact any of my friends. so i eat go to my room come back when i need the bathroom or water and then keep repeating that. i just want my phone back lol

Going to to practice for two hours after being in school for seven can take up time for homework later that night. After practice, athletes have to go home to do all their homework in the limited time they have left. Between balancing school and sports, schedules are almost entirely filled. Student athletes are constantly busy with games, practices and homework, but even with everything going on they continue to keep their grades up.
Overall I found this article extremely helpful and it actually reinforced many ideas I already had about homework and deadlines. One of my favorite teachers I had in high school was always asking for our input on when we felt assignments should be due based on what extra curricular activities were taking place in a given time period. We were all extremely grateful for his consideration and worked that much harder on the given assignments.

So again, why did we do it? Procrastination, sleep schedules, work, clubs or extracurriculars. Maybe we work best at night, have home responsibilities or need time to relax from our busy schedule. Homework is a review for what was being taught in class that day. Some of my parents have complained that I give to much homework. What is too much homework? My homework comes from Reading, Math and spelling every week. I agree when you say that homework should not be given for busy work. I don't believe I give to much home if it is to make sure that the student if reviewing everyday, so they will not just be exposed to the material in class. No, all of my students do not do their homework. Like you said, some of them have to go home and be mom and dad to younger siblings. When I ask my students why homework is not done they tell me I don't know. I would love for every parent to support a teacher when giving home. We as teachers want our students to succeed in everything. If we had opportunities to explain to the parents what we are doing in class, we may receive more support with homework at home.
I am a first and second grade teacher. At the beginning of the school year I made it clear to my parents that homework is not graded but is an opportunity for students to review what was taught in class and reinforce their skills. I don't believe that the homework should be graded as it is not a true reflection of what a the student can accomplish. The reason I say is because some parents complete the homework for the child. They do not attempt to reinforce understanding, but feed the answers to the child. Any homework that is sent home from the class should be something that the student is capable of completing on their own. If it is difficulty completing it, then that is also an indication for me to provide further review for the student(s). I am trying to teach responsibility also for my second grade students as they prepare for the third grade. Because some parents have difficulty understanding the work that is sent home, I feel that the homework should always be a review of the classwork and not something that is graded. The homework is written in the student's agenda, signed by me and is to be returned the following day in the agenda which is to be signed by the parents. I have the usual suspects who do not complete their homework, but there is usually a good return of the homework to class and a good indicator to me of how my students are doing. I can see that a great deal of work is being done on your part to ensure that the homework is completed, especially for your ELL students.
